City leaders announce $27m neighborhood-focused fiscal package

Indianapolis Mayor Joe Hogsett and the City-County Council have introduced a $27.2 million spring fiscal package designed to enhance neighborhood quality of life across the city.  

Proposal No. 164, 2025, unveiled on May 5, allocates additional supplemental income tax revenue to targeted investments in infrastructure, housing, public safety and sustainability. 

“The close collaboration between my administration and the City-County Council allowed for the creation of a spring fiscal package filled with meaningful investments that will truly impact the lives of our residents,” Hogsett said. 

Council President Vop Osili echoed the focus on community priorities.  

“Our residents deserve a fiscal package that reflects their priorities — from safe streets to thriving parks to sustainable neighborhoods,” Osili said. “This spring fiscal package represents a thoughtful approach to governance.” 

Key allocations include: 

  • $13 million for road and stormwater improvements by the Department of Public Works. 
  • $4 million for snow removal services, including new equipment and residential street clearing. 
  • $2 million each for Indy Parks maintenance and the Homeowner Repair Program. 
  • $2 million to support community-based violence reduction through Crime Prevention Grants. 
  • $1 million for Urban Forest Preservation, promoting environmental sustainability. 
  • $600,000 for Circle City Readers, a literacy improvement program for students. 
  • $500,000 for Vision Zero safety improvements addressing traffic fatalities. 
  • $500,000 to expand Indianapolis’ Cultural Districts. 

The proposal is sponsored by Osili, Majority Caucus Leader Maggie Lewis, Chair Frank Mascari and Councilors Andy Nielsen, Dan Boots and John Barth. 

The Administration and Finance Committee will review the proposal at a public meeting on May 13. A final vote by the full council is expected on June 9.
