New affordable home in Southport aims to tackle rising housing costs

The Indianapolis Neighborhood Housing Partnership (INHP), in collaboration with the City of Southport and with support from the Indiana Housing and Community Development Authority (IHCDA), celebrated a groundbreaking event on April 21, 2025, for its first affordable home in Southport.  

Located at 10 Church St., this 1,260-square-foot, three-bedroom, two-bathroom home represents a significant milestone for INHP. It marks the organization’s first housing development within Southport city limits since it began building homes eight years ago.

The project results from INHP’s successful application for funding through IHCDA’s HOME Investment Partnerships Program (HOME). The funding ensures the home will be affordably priced for income-eligible buyers. The total development cost for the home is approximately $300,000, with subsidies in place to make it attainable for families earning up to 80% of the area median income (AMI). This includes a family of two earning up to $65,850 or four earning up to $82,300. 

Southport Mayor Jim Cooney underscored the importance of the project in addressing housing challenges in the community.

“The City of Southport welcomes new housing stock and homeownership opportunities to our growing area with the help of INHP. As our city’s median home sales price is trending more than 50% higher than last year, this home helps us continue welcoming all residents to the area,” Cooney said. 

The home, constructed by Cliff’s Construction, is part of a broader effort by INHP to expand affordable housing options throughout Marion County.

Gina Miller, president and CEO of INHP, shared the organization’s vision for providing equitable housing opportunities.  

“For nearly 37 years, INHP has created affordable housing opportunities through our evolving consumer and community solutions suite. We are grateful to partner with Southport and the Southport Redevelopment Commission to bring our housing expertise to this growing community,” Miller said. 

Construction is expected to conclude by late fall 2025, with the home available for sale shortly thereafter. INHP plans to list the house on its website and offer it first to its clients.
