Indianapolis Mayor Joe Hogsett, alongside the Mayor’s Leadership Council on Homelessness, announced a comprehensive initiative, Streets to Home Indy, aimed at addressing chronic and unsheltered homelessness. The program, unveiled on June 10, 2025, seeks to house and support 350 individuals currently living on the streets.
“Streets to Home Indy represents the power and collaboration of an entire community,” Hogsett said. “Together, with the shared belief that everyone has a right to housing, we are prepared to enact real change in Indianapolis.”

The Coalition for Homelessness Intervention and Prevention (CHIP) will lead the initiative with support from city agencies, the Mayor’s Leadership Council on Homelessness and Continuum of Care partners. The initiative builds on the Community Plan to End Homelessness and aims to provide long-term solutions for unsheltered individuals.
The first phase, set to launch this summer, includes rehousing 350 individuals and providing wraparound services. It will also focus on stabilizing the Indianapolis Housing Agency. Funding for the initiative’s first phase totals $8.1 million, sourced equally from the City of Indianapolis, the Housing to Recovery Fund and contributions from philanthropic, corporate and faith-based communities.

Subsequent phases will expand efforts to include shelter-to-housing transitions and the development of a sustainability plan. By Phase III, the initiative aims to divert 2,500 individuals annually from entering the homelessness system and secure long-term funding sources.
“Streets to Home Indy brings the dignity, safety and stability of permanent housing to hundreds of individuals living on our streets who deserve better,” said Chelsea Haring-Cozzi, CEO of CHIP.
Additional city efforts to address homelessness include the upcoming Housing Hub, set to break ground this summer. The first publicly constructed shelter is in Indianapolis, and it will centralize resources for those experiencing homelessness.
