The City of Indianapolis announced Thursday the selection of an anonymous reporting service, the first step in their continued efforts to improve workplace culture.
Speakfully is an anonymous, third-party workplace reporting platform and hotline selected in consultation with City-County councilors.
āOver the past several months, my Administration has taken a hard look at improving the Cityās policies, processes, training, and workplace culture,ā Mayor Joe Hogsett said. āWe remain focused on taking the necessary steps to ensure a safe and equitable working environment for all employees, such as the procurement of this third-party, anonymous reporting service, and appreciate the City-County Councilās partnership in this effort.ā

The platform was chosen for its case management system that allows employees to receive updates on their case, even if they are anonymous. Other features include:
- A phone hotline staffed 24/7
- Interpreter support available in up to 35 languages
- Online reporting with a QR code for ease of access
- Ā An option for live, anonymous two-way communication
The selection of the anonymous reporting tool is one step. Additional steps in improving workplace culture include:
- Sexual harassment training was made a mandatory requirement for supervisors and cemented into City code in 2019.
- An internal working group to address employee culture concerns was created, which has now met several times beginning Aug. 2, 2024.
- Demonstrations of third-party vendor solutions for this anonymous reporting system began on Aug. 14, 2024.
- Mandatory sexual harassment training was sent to supervisors on Aug. 15, 2024, to be completed by Oct. 30, 2024.
- Mayor Hogsett signed Executive Order No. 1, 2024 on Aug. 19, which extended mandatory sexual harassment training from all supervisors to all employees on an annual basis. All employees must complete this training by the end of the year.
- A temporary, internal anonymous form for the reporting of workplace harassment of any kind was made available to employees on Aug. 26, 2024.
- Ā Speakfully was selected in consultation with the City-County Council on Sept. 16, 2024.
