The Indianapolis Department of Metropolitan Development (DMD) has announced the 2025 Community Investments Application is open to housing and community development organizations to access $11 million in federal funds.

The funding is through four grant programs: the Community Development Block Grant (CDBG), the HOME Investment Partnerships program, the Emergency Solutions Grant (ESG) and the Housing Opportunities for Persons with AIDS program (HOPWA).

“We are excited to announce another round of Community Development grant applications to bring additional dollars to Indianapolis,” DMD Director Megan Vukusich said. “These applications provide local stakeholders and organizations access to federal funding sources to help bolster critical investments in areas such as affordable housing and social services.”

CDBG supports development through organizations to build stronger communities. This Department of Housing and Urban Development (HUD) grant is intended to provide safe and affordable housing and economic opportunities for persons of low or moderate incomes.

“The CDBG loan saved me a lot of money and turmoil; it was able to help me complete repairs to my home without breaking the bank,” said Marian-Cold Springs resident Abner Hutchison, who closed on a CDBG loan with the Indianapolis Neighborhood Housing Partnership in 2023 along with his wife, Klayta.

The HOME is a federal entitlement HUD grant which helps to create safe and affordable housing options for low-income citizens. DMD anticipates $9 million will be available through these grants in 2025.

The ESG grant provides emergency shelter, rapid re-housing, street outreach and homelessness prevention, among other services.

The HOPWA program is the only federal program dedicated to the housing needs of people living with HIV/AIDS.

DMD anticipates that more than $3 million will be available across ESG and HOPWA funds throughout 2025.
