Gov. Mike Braun announced the sale of the former GM Stamping Plant property in downtown Indianapolis to Elanco Animal Health for $27 million.
The transaction transfers the state-owned site into private ownership while keeping Indiana as an active partner in its redevelopment through the Indiana Office of Commerce. The project is intended to advance the creation of a global innovation district anchored by Elanco’s new headquarters.
“This agreement is a responsible step forward,” Braun said in a statement. “It places this property in the hands of a company with a clear vision of a world-class innovation district, while ensuring the State of Indiana remains a full partner in what comes next.”
Elanco plans to integrate the property into its new global headquarters campus, which it will move into in early October. The company said the site will connect research institutes, pilot-scale facilities, diagnostic labs and animal clinical care with offices, housing, retail and green space.
“This is about partnership and progress,” said Jeff Simmons, CEO of Elanco Animal Health. “Securing this property now gives us the certainty we need to integrate it into our headquarters campus and move forward with speed. That means jobs, investment and an accelerated path to creating an innovation district dedicated One Health.”

The district is designed as a collaboration among Elanco, the State of Indiana and Purdue University. Purdue President Mung Chiang said the university’s involvement would focus on workforce development and research in animal, plant and human health.
“Purdue is excited to be a partner in the Elanco headquarters campus with our expertise in animal, plant and human health,” Chiang said. “This strategic step will also further accelerate Purdue’s growth in the state’s capital city as part of our main campus across the Hard Tech Corridor between West Lafayette and Indianapolis.”
State officials said Indiana will remain involved in the project to ensure the district fulfills its potential as a hub for One Health innovation, job creation and economic growth.
