City announces next steps for Pan Am Plaza

The Department of Code Enforcement (DCE) announced the next steps for Pan Am Plaza and the parking facility below it.

The condition assessment performed recently as ordered by DCE revealed that water infiltration, which appears to have occurred over an extended period of time, has led to the deterioration of a number of structural components supporting the plaza.

Results of this independent structural engineering evaluation of the sub-surface parking facility indicate three cores issues:

  • Immediate needs – Several areas within the parking facility required bracing in order to create a safe condition within the structure. Bracing has been completed in several areas, but additional areas have been identified to require bracing. All temporary bracing must be protected to prevent accidental contact that could possibly damage or dislodge the bracing from its location. The bracing must remain in place until repairs are completed. All existing and future bracing designs must be submitted to DCE for permit review and approval to ensure the public’s safety.Ā 
  • Pan Am Plaza Use – Typical pedestrian use will be permitted in the plaza once the bracing requirements have been fulfilled. Until a long-term solution is in place, the plaza will not be available for special event use, as it was originally designed; however, DCE will review engineering plans for special event uses on a case-by-case basis to determine if a particular special event can occur safely on the plaza.Ā 
  • Long term solutions – DCE will continue to work with the owner of the garage and the owner of the plaza on long-term solutions for the parking facility and the plaza, which should include a complete restoration of the parking facility to prevent further deterioration. DCE also recommends a water management system to protect the parking facility.

The parking spaces within the garage that had previously been impacted will remain closed until further notice.

To date, DCE has experienced a high level of cooperation and responsiveness from the owner of the parking facility, Dali Associates LP, the owner of the plaza, Kite Realty Group, and the operator of the parking facility, Denison Parking. DCE will continue to work collaboratively with the parties to protect the public’s safety.
