Mayor Joe Hogsett announced the appointment of Margarette Webb as chief equity officer in the Office of Equity, Belonging, and Inclusion on Oct. 14. Her appointment was effective on Sept. 19, 2026.
“Margarette Webb has consistently demonstrated her commitment to improving the quality of life for every Indianapolis resident,” Hogsett said. “From her leadership at Indy Parks to her work expanding access to critical resources in underserved communities, I am confident she will champion fair, community-focused approaches to enterprise initiatives as our Chief Equity Officer.”
Webb began her work with the city of Indianapolis in 2022 and most recently served as chief strategy officer for Indy Parks and Recreation. During her tenure, Webb led long-range planning, professional development initiatives, oversight of the $80 million Lilly Endowment grant and other department-wide grant-planning efforts, accessibility and ADA assessments, and efforts to strengthen community connections across the parks system.
Webb also led the Indy Parks and Recreation’s CAPRA accreditation from the National Recreation and Parks Association, in addition to planning the department’s upcoming 2028 Comprehensive Master Plan. According to local officials, Indy Parks is one of only three parks departments in Indiana with CAPRA accreditation. Before working for the city, Webb worked in nonprofit roles in hunger reduction and education.
According to a statement, Webb’s foundation in public policy paired with frontline community-serving roles continues to shape her passion for helping Indianapolis grow into a more resilient, inclusive city. Her experience in working for parks, libraries, environmental redevelopment, and youth engagement, have provided her with a grounded understanding of how strong communities are built.
Webb is an Indianapolis native who graduated from Vanderbilt University with a Bachelor of Science in public policy.
The Office of Equity, Belonging, and Inclusion helps drive city-county enterprise initiatives through four key pillars: operations and innovation, data and evaluation, strategies and learning, and community and culture.
