Gov. Mike Braun signed the Freedom & Opportunity Bill (HEA 1149) into law, establishing an online portal for farmers to simplify communication with state agencies, streamline processes and centralize critical information.
“This new online portal was part of my Freedom and Opportunity agriculture agenda and is a win for Hoosier farmers,” Braun said. “It’s a one-stop-shop to help Hoosier farmers navigate state and federal agencies, avoid red tape, and communicate with the state government what we can do better to help them be successful.”

Authored by Rep. Kendell Culp and co-authored by Reps. Mike Aylesworth, Dave Heine and Justin Moed, the bill received bipartisan support in the Senate from Sens. Jean Leising, Daryl Schmitt, Gary Byrne, Susan Glick and Shelli Yoder. The bill was a cornerstone of Barun’s agricultural agenda.
The Indiana State Department of Agriculture will oversee the development and maintenance of the portal, which includes the following features:
- A centralized database of grants with deadlines and eligibility criteria.
- Regulatory checklists to help farmers comply with state and federal guidelines when entering new markets.
- Tools for tracking lost farmland and monitoring public comments on federal regulations affecting Indiana’s rural economy.
- Technical support, data visualizations and opportunities for farmers to provide feedback to enhance government services.
While the initiative has been praised for its potential to streamline processes, some critics express concerns about its effectiveness. According to an article on Citizen Portal, some critics question whether the portal will address the fundamental challenges faced by farmers, such as land access and commodity price fluctuations. They worry that the portal might become a costly bureaucratic addition without delivering meaningful benefits.
