Plan invests $10 million per year and sets goal of over 5,000 additional affordable housing units
Mayoral candidate and City-County Councilor Vop Osili today released the HOME Plan, a three-part strategy to increase the city’s housing supply, support working families and make Indianapolis more accountable for connecting residents with housing resources.
“Indianapolis has a housing crisis,” Osili said. “Teachers, caregivers, first responders – the people and families who power our economy – must have homes they can afford. As mayor, I will accelerate home construction, ensure families can secure them, and put our housing resources to work for our residents.”
The Plan
Pillar One: Bring IHA back into the Mayor’s Office and Expand Vouchers
An Osili administration will bring the Indianapolis Housing Agency back into the Mayor’s Office, with its director serving in the mayoral cabinet, to ensure coordination of housing resources and accountability. Increasing housing voucher utilization is essential and Osili will work with HUD to secure a minimum of 3,000 additional Housing Choice Vouchers for Indianapolis residents. This will also improve housing access for those under 30% AMI (area median income) by increasing access to these vouchers.
Pillar Two: Create a Workforce Housing Voucher Program for Working Families
The plan will support 400 employed residents each year who earn above the threshold for traditional housing assistance but still can’t keep pace with monthly housing costs.
Pillar Three: Preserve and Build Housing That is Affordable
An Osili administration will commit significant gap funding to accelerate affordable housing development, speed up review and permitting, and support the CDCs and nonprofits working to preserve and strengthen Indianapolis neighborhoods. By leveraging public, corporate, and philanthropic resources through the Indianapolis Housing Trust Fund, and by securing the additional housing vouchers described above, we will bring over 5,000 additional affordable housing units online.
An Osili administration will provide a public dashboard tracking housing created and preserved, voucher utilization, neighborhood-level investment, and progress toward reducing homelessness.
“Residents deserve more than words,” Osili said. “We have to measure our progress and show, clearly, how quickly we’re reaching our housing attainability goals.”
“Affordable housing strengthens our workforce, accelerates economic mobility, and provides neighborhood stability,” Osili added. “Our goal is an Indianapolis where everyone can attain a home, reside in the neighborhoods they love, and build a future for themselves and their families.”
This plan, in coordination with other impactful programs, will accelerate our goal of eliminating homelessness in Indianapolis.
