The City-County Council voted to pass the 2025 City-County operating budget proposed by Mayor Joe Hogsett, the eighth consecutive fully balanced budget under his administration.
“Despite ongoing labor negotiations and a year of tight revenue growth for the City and County, this 2025 budget shows our support for our employees and the important work they do each and every day to serve residents, as well as continues to fund successful City programs that we know are making Indianapolis a better, safer place for all,” Hogsett said.
The budget dedicates more than $1.6 billion to the IMPD, improvements in public safety, violence reduction, roadway infrastructure and traffic and pedestrian safety, including:
- A continuation of Hogsett’s five-year, $1 billion infrastructure plan for the Department of Public Works to repave streets, resolve traffic issues, improve road safety and fix stormwater issues. Over the next five years, $305 million will go to the Complete Streets project to make the roads safer for all users, including the implementation of the Vision Zero taskforce.
- IMPD will receive $338 million, a 4% increase from last year, to fund 1,743 officers and seven new professional staff members. The funds will go towards maintenance of body-worn cameras, license plate readers and public safety cameras.
- Indy Peace, part of the city’s violence reduction strategy, will continue to be fully funded. Indy saw a 32% reduction in criminal homicides in the first two years of the project’s implementation. Funding will also expand to mental illness and substance abuse treatment facilities.
- The Indianapolis Animal Care Services will become its own independent agency next year and will increase their budget by more than $1 million.
- The Department of Metropolitan Development will receive funds for housing programs and investments in connectivity, redevelopment and environmental justice.
